Mokum is privately owned. It is developed and maintained by a small group of enthusiasts:

@kugaevsky was the first system administrator of Mokum.ru, from May to November 2015; he’s currently at https://dudes.io/;
Mokum Steering Committee (whose members wish to remain unnamed) provides advice, support and an occasional beer to the Mokum team.
Mokum development was started in May 2015, about a month after The Shutdown.
Mokum server hosting is financed by voluntary donations from the community members.
