Bill, nice reference - I've never seen it before. I see they state, "Letters modified by diacritical marks and ligatures of two letters should be arranged like their nearest basic equivalent letters in the English alphabet" but "nearest" doesn't seem to resolve "ä before a" vs. "a before ä". ‎· Micah
