"Out of the average daily prison population of 3260, there are 470 inmates with foreign backgrounds. Muiluvuori says Finland has Europe's second-lowest per-capita prison population. There are about 60 prisoners per 100,000 inhabitants in Finland. The corresponding figure is 40 in Iceland, while in Russia it is 621.
