Unlike uranium enrichment and plutonium production, building of drones can be well-concealed, and does not require special capital investment. It mostly takes brains that combine already existing parts.
but it can be arranged that buying certain components draws attention to buyer...
^ ask tax collection agencies about ways people use to conceal the financial and material streams. it is way easier to move than atomic bomb material.
